Appropriated Funds - ECIP

This page provides guidance for submitting proposed ECIP projects. The Energy Conservation Investment Program is a MILCON-funded program to improve energy efficiency of DOD facilities while reducing associated utility energy and non-energy related costs. ECIP is a key component of DOD's energy management strategy. ECIP projects focus on energy and water savings, implementing renewable energy, and converting systems to cleaner energy sources.

FY 2011 ECIP Project Submittal Guidance

The ECIP Program Guidance for FY12 and FY13-17 FYDP is provided to assist installations, IMCOM Regions and District Engineers in preparing submissions.

The attached Distribution Memorandum requested submission of candidate ECIP projects for FY2011. (Note: Suspense was 28 Aug 09). The ECIP Guidance document is provided to assist installations, IMCOM Regions and District Engineers in preparing submissions.

FY 2010 ECIP Projects

Fifteen (15) projects have been approved for funding in the FY2010 program totaling approximately $30 million. A list of projects can be viewed in the attached FY 2010 ECIP Projects Excel® file. Construction funds are anticipated to be received by 30 Nov 09..

FY 2009 ECIP Projects

The Army awarded design of 15 projects for the FY 2009 program totaling approximately $27 million. The projects include geothermal projects at Fort Knox, McAlester AAP, and Fort Sill; solar projects at Fort Drum, Pohakuloa Training, Fort Buchanan, Adelphi Lab, Aberdeen PG, Schofield Barracks, Fort Bliss, and Benelux; a photovoltaic roof system at Fort Dix; and energy efficiency improvements at Blue Grass AD.
